The exercise involved a review of the mandate of the local authorities within the provincial government, funding levels, and identifying gaps, capacity needs (human, fiscal physical), highlighting difficulties faced and giving appropriate recommendations for different sectors that included among others transportation, telecommunications and housing. The client was the Provincial Government.
